To be eligibl for Kerala State NEET Counselling, you have to fulfil the following rule as you belong to the parents of Central Government Staff:
"A candidate who has undergone qualifying course in Kerala and who is son/daughter of Non Keralite parents who are serving/served Government of Kerala for a minimum period of two years. "
Which means you should have studied your 10th and 12th in Kerala and your parents should have been working in Kerala for a minimum period of 2 years. But if you studied your 10th and 12th in AP, you will not qualify for Kerala's State Counselling.
Coming to AP, domicile criteria, you should have been either a Permanent resident of the State or either of your parents should have resided in AP for atleast 10 years. If you have only studied your 10th and 12th in AP, you do not qualify for AP's State Counselling. By the virtue of your parents being natives of Tamilnadu, you can apply for Tamilnadu's State Counselling.
Apart from this, to evaluate your domicile criteria, we will need the details where you studied your 1st to 10th standard.

state level counselling for 85% seats will be organized separately by the respective state authorities . Candidates appearing for NEET 2020 and clearing NEET cut off required by the RESPECTIVE COLLEGES can apply for admission in that college through counselling.
But as you have mentioned about three states, these all three states are open states where students from other states can also do counselling and get MBBS seat.
you can participate in counselling 2020 of three states ie Kerala, Andhrapradesh and Tamil Nadu.
But conditions are applied for different states which are as follows
(1) Kerala - If you will appear for neet from Kerala or you have domicile of Kerala then expected cut off for general category is 447+ , for obc is 366+
cut off will be higher for non domicile students ie 493+
(2) Andhra Pradesh - it is also open state where other state students can apply.
for non domicile students fees will be higher ie 13 lakh per annum and cut off 287+
(3) Tamil Nadu - for non domicile students fees willb higher ie 10 lakh per annum and cut off 300+
