You should be either a Resident Indian or a Non Resident Indian National or PIO to be eligible for VITEEE 2021. SO if you were born in India, then you will select PIO. But if you were not born in India and do not have a Indian Citizenship you might have to select Foreign National and you have to fill a different application form that is available for Foreign Nationals.
