Yes, You can totally apply for colleges in Telangana even if you are from Andhra Pradesh .You will have to apply through the All India quota (which is around 15 percent ) but you are not eligible for admission through State quota(around 85% seats ) as not Telangana and Andhra Pradesh are two different state .
You can also apply for private college in AP as they do not have state quota and all India quota .

Yes, through 15% all India counselling , you can definitely apply for government medical colleges in Telangana, it doesn't matter even if you are domicile of Andhra Pradesh. And also apply for deemed universities of any state through all india counselling

If jammu and Kashmir students wants to participate in all india counselling then they will have to fill self declaration while filling the neet application formafter which they won't be eligible for Jammu and Kashmir state quota seats /counselling.

******Central Universities (Delhi University, AMU & BHU including Institutional/ DomicileQuota),
