Im compeleted my diploma in electronics and telecommunication ,i have go for IT sector programming ,so is it my right desicion after diploma to learn programming languages

There is no need to regret. You did a right thing. If You are thinking that there are good opportunities in IT Industry, yes it's true. But it is not the only sector. Even ECE has good future. However upto some extent programming is involved in it. So go for it.
