Im currently scoring 570 in NEET 2021. I am a resident of Jharkhand and belong to the OBC quota. Is it possible to get a govt. college through all india counseling or state counseling ?

You hold  a  low chance in a Government Medical College for mbbs

For example,

in neet  2020, 600 marks for obc category was the cut off / lowest marks  to get an mbbs seat in Govt. Medical College   under jharkhand state quota and it was for Patliputra Medical college, Dhanbad

Even under all India quota , your chances are low as in that you will be eligible for 15% quota seats for which cut off goes high.
