I'm detained in my electives of food microbiology due to shortage of attendance (67%). i really had health issues does medical certificate work for it?

Maintaining proper attendance while pursuing an elective course is more important than that of maintaining in regular courses. Since you have missed the criteria at an edge, you can still apply for a medical leave and provided it to the CoE in person with proper approval from your department should help. This procedure should be carried out in a proper way, so consult with your college faculty in-charge to get the job done.
