See the number of times you can appear for JEE main examination does not depend upon whether you have appeared for previous year or not. Actually the rule says that a candidate can appear for JEE main for three consecutive years and JEE advanced for two consecutive years starting from the year he or she appears for the intermediate level examination. Since you have mentioned that you are a dropper that means you would be eligible to appear for JEE mean in 2022 you as well as 2023 but you can write JEE advanced examination only in 2022.
