I'm from a non design background can i do fashion design course? and which course is better

Yes, students from non designing background can do fashion designing course.

According to the eligibility criteria for fashion designing:

Students seeking admission in Fashion Designing courses at UG level must have passed their class 12th examination with not less than 50 per cent from a recognised board in India.   They may have to appear for entrance exams like NID DAT, UCEED and NIFT.

Some ug courses in fashion designing are:

Bachelor of Design (BDes), Bachelor of Arts, Bachelor of Fashion Technology, Bachelor of Science (BSc).

Some pg courses in fashion designing are:

Master of Design (MDes), Master of Fashion Management (MFM), Master of Science (MSc), Master of Fashion Technology (MFTech)
