You cannot claim 85% State Quota of a different State. You have to participate in their 15% All India Quota. For example, in your case, if you belong to AP and hold domicile of AP, you can participate only in 85% State Quota of AP. But for the rest of the States excluding Jammu and Kashmir, you need to appear for their 15% All India Quota. This is because Jammu and Kashmir doesnt participate in All India Counselling.

As you know admission to government medical colleges is based on NEET marks is done under two categories-All India quota(15%) and state quota(85%).
The state quota is only available to students having domicile of that state and not for outsiders. Since you belong to Andhra Pradesh, you are not eligible to get state quota seats in Karnataka. However if you have high enough marks you can go fo All India Quota seats in Karnataka
Counselling process for most of the states has started.
