You can get the 85% eligibility if you have domicile certificate of Assam.This can happen if your parents are in assam and they can take it in written form from  the company where they work .Based on that paper issued your parents can apply for the domicile certificate.

Even if you have your parents's/grand parents house in assam based on the paper of your land you can apply for the domicile certificate/caste certificate.

It doesn't matter where you are studying .The matter is where is your land/house or where parents work.
