I hope you mean Assam Polytechnic PAT test, and not PAT which is an entrance exam for admission in the University of Oxford for Engineering, Materials Science and Physics undergraduate degree courses.

Assam Polytechnic (PAT) is a state-level entrance test, conducted by the Directorate of Technical Education, Assam, which offers admission to eligible candidates who want to get admission in various Diploma courses in various disciples of engineering and technology in the northeast.

Unfortunately for you, the general eligibility criteria require to be fulfilled in order to appear for the exam and to get admission:

• Nationality: Candidate must be an Indian citizen.
• Domicile: Candidate must be the permanent resident of Assam state.

Both of which you don't satisfy as a citizen of Nagaland, which consequently makes you ineligible to appear for PAT polytechnic exam.

Most of the Diploma and Polytechnic EE has a restriction against accepting applications from the foreign nationals, and some EEs go as far as demanding the candidates to belong to a particular state in the country (for example, Assam PAT).

Hence I looked up some polytechnic EE which has provisions for foreign nationals as well:

• CET Delhi

CET Delhi is the pre-requisite test which is conducted by the Department of Training and Technical Education, Government of National Capital Territory of Delhi, for admission to engineering and non-engineering diploma programmes in the government and private polytechnic institutions of Delhi.

• MHT CET

MHT CET or Maharashtra Common Entrance Test is a state level entrance exam conducted by Directorate of Technical Education, Maharashtra State, for admission into Engineering and Allied Health Sciences courses in Maharashtra.
