You can only apply for the 15% seats of other states (of which you don't have domicile). And that is possible only through All India 15% counselling.
Other than that you cannot apply for other state counselling if you don't have their domicile.
Apart from that you can also apply for the deemed universities in other states as they hold their separate counselling.

You can get government seats in other states through 15% All India Quota. Apart from that, you can apply for Deemed Universities as well.
Some states such as Karnataka, West Bengal, Telangana, Uttar Pradesh etc. allow non domicile students to avail management quota seats in these states through 85% State Quota counselling. You need to register with the respective state counselling in order to get a seat in that particular state.
