I'm from puducherry.My cutoff is 197.5can I get a seat in ssn,psg through other state quota?Is there an other state quota in these colleges?

No there is nothing like other state quota but generally other state students have higher cutoffs.
according to previous year cutoffs you will wont get civil, ECE, EEE and ME and will get 1 or two braches at most i will suggest you to try other colleges too. also try this college predictor to help you through the process.
