I'm from rajasthan, my reap general category rank is 791 and reap female general category rank is 144. Can i get civil branch in mbm jodhpur

You have good chances of getting into MBM, Jodhpur civil branch. As all the government colleges have got 20-25% reservation for girl students. And your rank is also good.
One thing that might help you is less interest of girls towards Civil Engineering branch.
