I'm from SC category and got 147 in pcb from Maharashtra state board am I eligible for all India quota Neet can I get admission beyond Maharashtra

With 147 marks in 12th PCB,

Yes, you are eligible for neet examination and thus eligible for neet and thus eligible for Maharashtra and all india counselling as well after qualifying neet

This is because,

To be eligible for neet, you should have passed 12th board examination with physics, chemistry ,biology/biotechnology and English and must have got:-

• at least  50  % in aggregate of PCB  i.e Physics, Chemistry and Biology/Biotechnology  in 12th examination  if belongs to general category

• at least  40%  in aggregate of PCB if belongs to  Obc/ Sc /st category

Now,

You belong to sc category and

Your aggregate marks in Physics, Chemistry and Biology/Biotechnology  is

=   147 marks

=( 147 /  300  x  100 )%

= 49 % i. e more than 40% so you are definitely eligible  for neet  2021 examination .

Also,

****** to be eligible for neet 2021 one has to be at least 17 years old or more by 31st December 2021

****** There is no upper age limit for Neet 2021

****** There's no limit for the maximum number of attempts/times one can appear in NEET.

NEET eligibility marks in class 12 to be considered are aggregate marks only for PCB subject and individually passed in all three subject.

UR - 50%,

OBC/SC/ST - 40%,

PWD - 45%

so clearly as you are from sc category and you have crossed 40% marks. So you are eligible to take admission in government college all over India just expect AIIMS.
