There is no sectional cut off in NEET UG so if you don't attempt questions in Physics and Chemistry but score 320 or above you will qualify and you will be eligible to get admission in any Medical college provided you must fulfill eligibility criteria. With such score not get seat in government college. You need to score minimum 380-400 marks or even more to have decent chances of getting in a desired college and course.
There are no sectional cut offs for NEET. So even if you score nothing in Physics and Chemistry, you can still qualify in NEET given the fact that 40 percentile of the top NEET score is the qualifying percentile for SC Category Candidates. Having said that to score absolutely nothing in Physics and Chemistry you should not attempt any of the questions. Because a wrong answer might take away 1 mark in the form of negative marking. And this cleared, 320 marks in NEET might not get you a seat in all States. For States like Maharashtra, Rajasthan, Delhi, Bihar, etc, the cut offs are quite higher. So please do help us with the State you hold the domicile of and we shall help you with the require score. But to just answer your question, even if you do not score anything in Physics and Chemistry but score good enough in Biology and should you get a seat in Counselling, you can take admission in MBBS.
