From the Summary of eligibililty criteria you can understand only graduate or appearing in final year can apply for upsc.if you complete your graduation you are eligible.

According to eligibility criteria of UPSC exam 2022:
Candidates must be 21 years old and maximum age of candidates is 32 years.
Candidates must have completed their graduation from any recognized institue .There is no minimum percentage required for UPSC qualification.
Candidate who are waiting for their final year result of graduation can also apply for UPSC exam 2022.
So,if you have completed your graduation or waiting for your 3rd year reuslt. Then, yes you can apply for UPSC exam 2022.
