It is always better to choose your goal as soon as possible , you should choose whatever stream you want , it will not affect your chances of selection in UPSC , some people say that choosing Arts stream will be better ,but the difference is very small .
As you are in class 11 you should start your preparation by Reading NCERT of class 6 to class 12 (History , civics , geography ,economics etc) and keep a close eye to important events happening in the News all around the world ( Current Affairs) , go on YouTube search toppers strategy video , information about UPSC ,types of questions asked etc.
If you are confused about the stream , you should select PCM as you will have a better scope in future and you can also get a decent backup.
