There is also the IMU CET which is for admissions to the Indian Maritime University which is a central university. Kolkata campus offers B.Tech in marine engineering while Visakhapatnam campus offers B.Tech (Naval Architecture and Ocean Engineering). Admission is through IMU CET and the fees for 2017 was 2,50,000 per year which works out to around 10 lakhs. By far this is a better option than any as it also comes under the ministry of shipping. Check http://14.139.187.171/imu/index.php?prod_id=283. There is also CUSAT CAT which is the entrance for Cochin University of Science & Technology. That offers admissions to B.Tech marine engineering at Kunjali Marakkar School of Marine Engineering. I am not sure of the fees though. Check the details of the exam here - https://cusat.nic.in/
