No, you aren't allowed to change course in 2nd year. According to most of the college/ maximum number of colleges doesn't allow anyone to change course in 2nd year. College closes the editable details after 1st semister itself. Students can change there course only till all the counselings end, i.e., till the admission process goes on. Ones the admissions from all the counselings are done, you can edit any of the details

You cannot change your course in the 2nd year. Because by then the first year exams would have been completed and you also will complete your first year. You can talk to the management asking if there is an option that if you can change your course, you can write both the 2 years exams once. It might not be possible but you can atleast try. If they say no, you will have to join from 1st year again following the admission process.But first talk to your management.

For rejoining the graduation with the course you need. you should first cancel your admission form the College, and until and unless admission isn't canceled you cannot rejoin any of the College. so, first talk with the management of your college and take the decision accordingly
