i'm in BA 2nd semester and wanting to change the university, is it possible?

So with regard to your query, NO it is not possible to change the university at the middle of the BA course, It is not at all possible. You need to complete all the semesters from that college itself, you cannot shift into another college in the middle of the course.
However, if your college have different branches, then it might be possible for you to change the branch of the college by consulting your authorities.
