Yes, your sir is right you will remain a regular candidate only this year if you don't fill the form of class 12th last year.
This is because,
A private candidate who is one who appeared for class 12th board examination but he couldn't qualify it i. e fail in the board examination and then reappear for 12th board examination as a private candidate and in that case he doesn't have to go to school ,he just prepare for the exam and directly just write the 12th examination again and also he doesn't have to give the practical again his practical marks just gets carried over from the last year
but in your case you have not failed in 12th board examination rather you have not filled the form for 12th examination so you are still a fresh candidate who is never given 12th board examination and you can attend the school and yes you are a still regular candidate

*First of all go well through your state board textbooks if you are from State Board and don't ignore them as most of the questions in board examination are directly based on them, you can take the help of reference books to understand the difficult topics and have better understanding but major focus should be on them.
*make a routine and religiously follow it, it will help you to avoid wastage of time and study in a systematic manner
*For biology, you should read the chapter first then understand the biological processes and then learn them my heart and also learn the important examples. You can refer to books like trueman's Biology to understand difficult topics
*For chemistry go through all the solved examples and intext and exercise questions of your state board text book , in organic chemistry focus more on name reactions there are two questions from name reaction each year in board examination and many questions are based on them directly
*For physics, you can follow reference books like SL Arora, derivations are very often asked in your board exam ,so practice all the derivations and do revise them as there are chances of forgetting them , go through solved examples and then go for unsolved numericals.
*Make short notes of important concepts and formulas for each chapter
*Go through previous 10 year board examination question papers as concepts are often repeated in board exam so it will be of great help in your preparation
*Once you are done with your complete board examination syllabus go through at least 3-5 mock test papers in each subject
