The option for new registraiton is present in the ledt side, under how to apply online- just click the Pay participating fees option first, and after its done, go for new registration.
Here is a link to new registration for JAC Delhi: https://jacdelhi.nic.in/Candidate/Candidate/Authenticate.aspx
The last date for fee payment and new registration is 20 June 2019, (11:59 p.m.). You'll first need to pay the participating fees and then register for JAC. If you're still unable to get the option for new registration, search in another browser.
