I'm not satisfied to allowted seat in first phase and I'm not cancelled it. but I want to participate second round. it's possible?

Yes, definitely you can take part in the Second Round of Counselling. Though offered a College in the First Round and still not satisfied, the Students have the liberty to participate in the Second Round of the Counselling. You need not register separately. Your documents from the First Round is enough!
