As far as I know Aircraft Manufacturing and Maintenance Engineering is not exactly a degree but a license course approved by Directorate General of Civil Aviation (DGCA). The best place to do this will be from institutes which are approved by DGCA to provide this training course. Once you complete the course, you have to attend a license exam conducted by DGCA to receive the certificate of Basic Aircraft Maintenance Engineer Certificate (BAMEC).
Here is the list of AME schools - http://dgca.nic.in/licencing/ame-ind.htm. Check the regulations, syllabus and stuff before you apply. make a list of colleges which are closer to the your place and call them or write to them. Find out all details before taking admissions especially fee structure. Also ask whether the DGCA license part is supported by the college; you may need to pay separately for that- find out that also.
Pls check the list of colleges and check which ones are in the area near to you.
IITs do not offer aircraft maintanence engineering. They offer aerospace engineering of which this may be a part of.
