The GATE cutoffs for PSU recruitment is always based on a number of factors  like the number of applicants, the number of posts that are vacant, the difficulty level of the GATE papers etc. The GATE cutoff scores for PSU Recruitment also differ from one PSU to another  and are also  different for each category of applicants and the posts. As you have mentioned that you have acquired 45 marks, and a gate score of 540-600 and you belong to OBC category thus, there is a chance, not that high chance, but you have a fair chance that you might be able to get into a good college and can get PSU.
