I hope you are talking about eligibility criteria for counselling through JEE Main.Joint Entrance Exam (JEE) Main is the national level undergraduate engineering entrance exam. The entrance exam is the gateway for the admission to various B.Tech/B.E. programmes offered by 31 NITs, 23 IIITs and 23 CFTIs. From 2019, JEE Main will be conducted by National Testing Agency (NTA), twice a year in computer-based mode only. Also, JEE Main is the qualifying test for JEE Advanced through which candidates can get admission to 23 IITs. JEE Main 2019 will be held for 2 papers where Paper-I is for B.Tech admissions and Paper-II for B.Arch admissions.
The basic requirement to take JEE Main 2019 exam is to pass 10+2 examination. Apart from this, Aadhar card is a mandatory document without which, candidates will not be considered eligible for the exam. The detailed eligibility is as follows:
- For General Category- On or after October 1, 1994

For SC/ST, PWD category- relaxation of 5 years
- Candidates who appeared for the exam on or before 2016 will not be considered eligible.
- Those appearing after 2020 will not be eligible as well.
- Candidates passing after 2016 or appearing in the year 2019 can appear for JEE Main 2019.
- It is mandatory for a candidate aspiring to take JEE Main 2019 to pass the qualifying exam with 5 subjects in total.
- If 4 subjects are taken in the exam, the candidature will not be considered valid.
- For general category candidates- minimum 75% marks in aggregate.
- For SC/ST/PWD candidates- 65% marks in aggregate.
- Candidate can appear for up to 3 times for the Joint Entrance Exam.
- There is no relaxation for candidates belonging to reserved category.
Since you belong to SC category, a minimum of 65% is required for you to be eligible to appear for JEE Main Examination.As per CBSE’s directive, class XII marks will not be considered while calculating All India Rank of JEE Main 2019. As there is no weightage given to class XII marks, you just need to score the qualifying mark as given in the guidelines.
Cuttoff of Ist phase of jee mains 2019 under general category are going to expect 85.For SC cuttoff score to be qualified in jee mains will be around at least 70 percentile score.Yo need to score above 70 percentile to participate in jee mains counselling.For sureity wait till NTA declares cuttoff score for each category.You still have one attempt for jee mains 2019,try to score better.

As you belong to SC category you have to score minimum of 65 percent in Higher secondary school examination conducted by respective boards. So if you score above this you W be eligible for counseling.
