I hope you are talking about eligibility criteria for counselling through JEE Main.Joint Entrance Exam (JEE) Main is the national level undergraduate engineering entrance exam. The entrance exam is the gateway for the admission to various B.Tech/B.E. programmes offered by 31 NITs, 23 IIITs and 23 CFTIs. From 2019, JEE Main will be conducted by National Testing Agency (NTA), twice a year in computer-based mode only. Also, JEE Main is the qualifying test for JEE Advanced through which candidates can get admission to 23 IITs. JEE Main 2019 will be held for 2 papers where Paper-I is for B.Tech admissions and Paper-II for B.Arch admissions.
The basic requirement to take JEE Main 2019 exam is to pass 10+2 examination. Apart from this, Aadhar card is a mandatory document without which, candidates will not be considered eligible for the exam. The detailed eligibility is as follows:
Since you belong to SC category, a minimum of 65% is required for you to be eligible to appear for JEE Main Examination.As per CBSE’s directive, class XII marks will not be considered while calculating All India Rank of JEE Main 2019. As there is no weightage given to class XII marks, you just need to score the qualifying mark as given in the guidelines.

As you belong to SC category you have to score minimum of 65 percent in Higher secondary school examination conducted by respective boards. So if you score above this you W be eligible for counseling.
