According to previous year data (2020) for All India Quota, AIQ Counseling last candidate from SC category to get MBBS seat in Government Medical College was in Govt. Sivagangai M. C.,Sivagangai and had All India Rank 80,389.
--- So if we go by this data, your chances of getting GMC for MBBS seems very very low.
Cut-offs for colleges change every year depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS seat matrix 2021
Though it was expected that due to higher difficulty level of examination cut-off for colleges will decrease, but it turns out students have performed exceptionally well and the cut offs for colleges is expected to increase compared to last year

As you want to know the medical college that provide admission through AIQ. Except for J&K colleges, 15% of all medical college seats are covered by the AIQ.
Fees in government colleges are significantly lower than those in semi-government colleges and deemed universities. Semi-government colleges are private colleges that are affiliated with the state government university, and the academic functioning of the college is done under the supervision of the state university, including exams and results. And the fees range from 7 lac to 12.5 lac, depending on the state.
Deemed Universities are those that are governed and run by private trusts that have formed a university under the auspices of the University Grants Commission, a centralized body.
