I'm studying in class 12th and I got 60% in class 10th so can I eligible to apply for KVPY??

No you are not eligible because for a candidate to be eligible for KVPY the candidate needs Aggregate 75% (65% for SC/ST/PWD) in Maths and science subjects in class 10th exams. Please click the below link to know more.

If you have studied 12th this year i.e if your results will be out in the coming months then you must score 60% in the 12th Board exam (50% for SC/ST/PwD candidates). The selected students fellowship will be activated only when they join an UG programme in Basic Science (B.Sc/BS/B.Stat./B.Math./Int.M.Sc/MS) in the academic year 2020-2021.Also,according to KVPY eligibility criteria 2020, You must secure minimum 75% marks in class 10 while SC/ST/PwD must have scored 65% in aggregate of all Science subjects and Mathematics. So, you won't satisfy the 2nd criteria.
