I'm studying in final semester of BBA LLB , now I am thinking to prepare for MBA entrance, Am I late to start?how shall I start preparing ? when can i give CAT exam?

No, you are nor Late by any means. In fact you are bit Early to be more precise and that is a boon for you.
Generally, CAT preparation takes 120 to 150 days minimum. Maximum it can get 3 years also, depending upon the way you are taking it.
Exams are generally held in the month of November that too last week off the November.
