Yes, you are eligible for it and you can give ias exam after your BTech.

Yes, you are. The exam doesn't require you to specialise in any particular UG course for selection. Just take care to not choose subject combinations in the mains that are prohibited. Also, do keep ready some general knowledge about streams other than your UG specialisation, as you can be asked about them in the personality test round.
Also, do remember you do not necessarily have to choose subjects from your UG branch as main subjects in the IAS, pick the ones you would be comfortable studying.

Anyone is eligible for UPSC IAS Exams but has to fulfill the following three conditions -
1. Is a graduate in any stream/subject/course.
2. Is of 21 years above age and less than 29 years.
3. Is a resident of India.
No matter what is your Graduation, i.e. B.Tech CSE you are eligible for IAS Exams. Just you have to be 21+ years old.
From last 3-4 years, the toppers in IAS Exams are from Engineering field only.
