Yes. However, in order to be taken in to consideration by the best universities for their own admissions processes, you must have extremely high CAT scores (99+ percentile for the old IIMs; 96+ percentile for the new IIMs). You must do well in the interview rounds after passing these IIMs' cutoffs in order to be selected for the final admission. The interviewers can even inquire about your lower scores, in which case you must provide good justifications.
Therefore, put your past academic performance in the past and concentrate on doing well on the CAT exam.
