in 1st year if any student fails in supplementary exams,he/she will get year back, is this the same scenario from 2nd year too? or will it be a carry forward method?

See every university have there own rules and regulations for such things. But in general, most of the universities allows the students to carry on there education and have to clear it in the next session or next supplementary examination. So yeah! its the most probable that it will be carry forward and on a next attempt you need to pass the examination.

Although I would recommend you to confirm it if your university follows the same rule or not by contact your college officials/ your HOD.
