It depends because the cutoff for TS EAMCET doesn't only depend on number of students registered for EAMCET because irrespective of the total students the main factor that depends on is number of seats in the engineering college and its previous year cutoff trends and the difficulty of the paper and many other factors so, we cannot determine the outcome with just a single factor.

We cannot predict the rising of marks or lowering of cut-off ranks. These depend entirely on factors like the difficulty of the paper, the number of candidates appearing for it, performance of the candidates and so on. It can only be depicted from the results whether there's a rise in marks.
