If any candidate is allotted a seat in the first round of AIIMS MBBS Counselling then he/she has the option for Active acceptance/ active decline/refusal of the allotted seat. In the refusal case there are two option-
- Decline/refuse the allotted seat and do not wish to participate in the second round of seat allocation.
- Decline/refuse the allotted seat and want to participate in 2nd round of seat allocation.

So, if you have refused the allotted seat and you did not get seat in second round then you will not get the allotted seat of the first round as you have already refused for it.
