For all india counselling , you need obc ncl certificate be issued by any of the competent authorities provided below:
---) District Magistrate or Additional Magistrate or Ist Class Stipendiary Magistrate or sub-Divisional Magistrate or Taluka Magistrate or Executive Magistrate
----)Extra Assistant Commissioner (not below the rank of 1st Class Stipendiary Magistrate.)
----) Chief Presidency Magistrate or Additional Chief presidency Magistrate or Presidency magistrate.
----)Revenue Officer ( not below the rank of Tehsildar )
----) Sub-Divisional Officer of your area
And,
The certificate issued by above authorities is nothing but central certificate. In other words, you need obc ncl central certificate.
Your obc ncl certificate should be as per obc ncl proforma/format on page number 102 of neet 2021 information brochure .

So, if your OBC NCL certificate is issued by any of the above mentioned authorities and is as per prescribed proforma by NTA then you can use it for Neet counselling. You don't need to worry at all.
Now that,
limited time is left for neet 2021 , so you should be focusing on your preparation,
practising chapterwise questions
then revising the chapters,
solve at least previous 10 year neet question papers as concept behind the question often gets repeated in the examination so it will be of great help in your preparation ,
go through neet mock test papers as it will let you know your preparation level and and weak areas so that you can work on them and perform well in your examination.

See it does not matter, whether you upload OBC NCL certificate verified by the state level authorities or central level authorities instead it should be of similar format as available in the information bulletin released by NTA for NEET UG 2021 which you can check out from the link given below :-

When you will open the above link by copy-pasting in your browser then a PDF of information Bulletin will get opened and then you should on page no. 102 of NEET information brochure which is entitled with Appendix-XV and the similar format should be there in your OBC NCL certificate either it issued and verified by state level authorities or by central level authorities and if it is not in the similar format then you should take a print out of that page and get it verified by the designated authorities of your district/state and then upload the scanned image of it as per the specifications mentioned below :-
-->> Passport size photograph (10-200 Kb in JPG format),
-->> Signature (4-30 Kb in JPG Format),
-->> Class 10th certificate and category certificate(50-300 Kb in PDF Format),
-->> Left-Hand Thumb impression (10-200 Kb in JPG format) and
-->> Postcard size photograph (4"*6")(10-200 Kb in JPG Format).
