there is no need of any kind of domicile/residential certificate in this counselling
so yes you can do choice filling in any other state colleges too.

As you want to apply for the All India Quota in NEET exam from any state. Yes, you can contest via All India 15 % quota, which pools 15% seats from all the government medical colleges across the nation except the states of Jammu and Kashmir, Telangana. Also, you are eligible to contest for the 85% quota of the state for which you hold a valid domicile certificate.

Both all India and state counselling will conduct their registration , merit list will be displayed . You will be allowed to fill the preferences you can and according to that the list of subsequent rounds will be displayed. If you are getting the seat of your choice from state you can leave the the all India seat you got from 1st round.
Read brochure of both all India and state counseling carefully. You will get most of the information from it.
