Given votes = 85% of $x$ = $\frac{17x}{20}$ Valid votes = 100 – 4 = 96% of $\frac{17x}{20}$ = $\frac{24}{25}×\frac{17x}{20}=\frac{102x}{125}$ The winner gets 85% of valid votes. So, 85% of $\frac{102x}{125}=6936$ $⇒\frac{17}{20}×\frac{102x}{125}=6936$ $\therefore x =10000$ Hence, the correct answer is 10,000.
