in bihar there is not any post of tehsildar,is anchal adhikari and tehsildar same?

Hi,
Tehshildar is a land revenue officer at a district level . Bihar has revenue management which is under DM as collector and additional collector posted in district
Tehsildar is known as mamlatdar in gujarat, maharashtra, goa . And in some its known as talukdar. In bihar it is known as anchal adhikari which means officer appointed as such by state government.
