The following are the prerequisites for admission to HBTU:
Candidates must have passed the Intermediate U.P. Board exam, the 10+2 level exam, or an equivalent exam from any accredited board or university with honors and a minimum cumulative score of 60% (55% for SC/ST Category candidates) in the three required subjects (Math, Physics, and Chemistry).
Additionally, candidates must have completed at least five topics from the qualifying examination, including Physics, Mathematics, Chemistry, Biotechnology, Biology, and Technical Vocational topics.

See, with a 97 percentile, your all-India rank will be around 30,000 in the open category, and to take admission in HBTU with the CSE branch, the cutoff rank should be around 22k to 23k, so there is an enormous chance that you can get ECE or any other branch there, and there are no criteria for class 12th.
