Hey Riya,

As much as I am aware of Only NRI candidate can apply for NRI seats. And no matter where or who is sponsoring his/her education. Moreover NRI seats are expensive as well. And you must be an NRI for getting the seat Allocated for You. No matter who is sponsoring your education.
