Dear aspirant,
The top 20 percentile means that if you ranked in the top 20% of all the students that cleared the respective board with you in the same year.
If you were in the top 20 and selected yes, the system wouldn't consider if your score in boards is above 45 % or not but will definately checl if you've passed all the subjects.
If you were not in the top 20% which most candidates aren't then select no. After which it will ask your marks and incase you aggregate isn't 45% or above for general and 40% or above for case based reserved category, then it will automatically deny you further registration access.

The option about whether you are in top 20 percentile is simply asking whether or not you are within 80 to 99.99 percentile range. Since you have scored 80 percentile you may fill the option asking for this information. However it is highly recommended to go through the information brochure/ rules and regulations thoroughly before doing so. Hope this helps!
