in gujarat university if we don't confirm addmission in first round we are not eligible for second round refilling. is it true?

Yes it is true in Gujarat university and same case is in many colleges and universities. You have to fill fee of counselling sessions and participate from the first round to be eligible to participate in further rounds.
you cant join in between any rounds.
