in hpcet 2019 i have marks above cutoff marks ,now for counseling i have to apply for online registration or not?? plzzz answer yes or no

Hello Tarun.If you are above the cut off marks you dont need to register and fill the application form for the seat allottment through hpcet.Only the ones who are applying through Jee Mains need sto fill the form and pay the fees.You can directly report at the venue during seat allottment.50 % seats are reserved for the candidates who have given hpcet exam.Please go through the following link for more details.
