Yes it's important to give the practical exam again. Like the official notice says that if you have failed in a subject (written or practical)  Obviously you need to repeat that subject completely. But yes, it also depends on your college or university. If it's autonomous and if they allow you to skip it and consider your previous marks, then things can change since I have a friend of mine who's done this.
