As per your query to want to know that who will get a seat for hoshiarpur, you with the college as first preference or the another person with the lower rank that yours and with the 2nd preference.. See, if we see this whole scenario then i think one who has a lower rank than yours will get the seat because the seat is always allotted according to the rank and the category of the candidates...
Now, for another case if the another candidate with a lower rank than yours has only few difference in the rank than yours, then i think you will get the seat with 1st preference...
But the category also play as important role as the rank plays to get a seat in any of the institute...

Get 1st preference then the other will get hoshiarpur earlier than me and or I will get it .
