If we go through previous year's data of seat allotment On the basis of data mentioned in the question by you, you have no chances for any of the college through JOSAA counselling because closing SC rank in 2021 was around 13k for such colleges.

To be very honest, the answer is no.
Your sc rank of 31k is quite high, and isn't enough to secure you a seat in any of the top in-demand branches like CSE/IT/ECE in any of the top NITs/IIITs. They usually accept <10k category rank for these streams.
However, if you have a home state quota in any of the lower NITs, you might have a chance of securing a decent branch there.
