First we can calculate your approximate rank by using the given formula:
(100-your total percentile score)*869010/100
here 869010 is the total number of candidate appeared for the January session of exam.
Now you are approximate rank at 82 percentile would be: 156,422.
with this approximate rank you may have chances of admission in the government colleges for engineering but as you didn't mention your state which you belong to and your category and also branch you prefer , so it will be quite difficult to  predict the exact probability but still if you comes under reservation category and you are searching for colleges with not much popular branch so your chances are positive.
