If you are unable to produce EWS Certificate,then they will not consider you to come under EWS quota as they need some proof to verify your identity as EWS.
So you need to get it to verify your identity.
Therefore, try to get the form as soon as possible.
Otherwise they'll consider you as General Candidate.
